NO.3/30/2012-3FPPC/715" GOVERNMENT OF PUNJAB DEPARTMENT OF FINANCE (FINANCE PENSION POLICY & COORDINATION BRANCH) Dated, Chandigarh, the 12th May , 2014 To All Heads of Departments, Commissioners of Divisions, Registrar, Punjab & Haryana High Court, District & Session Judges, and All the Deputy Commissioners in the State. Subject:- Commutation of Pension in respect of employees retired on or after 1st April, 2014. Sir/Madam, I am directed to invite a reference to this Department Circular letter No.3/30/2012-3FPPC/562 dated 22nd April, 2.013 vide which it was decided that the employees retired on or after 1.4.2013 will be entitled to commute pension equivalent to 20% of their basic pension instead of 40%. The matter has been reconsidered and it has been decided to enhance the amount of commutation from 2.0% to 30%. The commuted portion of pension shall be restored after 15 years from the actual date of commutation, as here-to-fore. These instructions will apply:-

a) to the employees retiring on or after 01.04.2014. b) to the employees who are on extension and retired on or after 01.04.2014; c) to the employees retired before 01.04.2014 but have not applied for the commutation of pension as yet, due to any reason; d) to the employees retiring on or after 01.04.2014 and whose commutation has already been sanctioned or the employees retired on or after 01.04.2013 shall have the option to receive the additional commutation on enhanced rates.

Sub : Regarding Contribution of Cooperative Education Fund
Please refer to this office letter No. RCS/E&T/E.I./325-A dated 23.11.2001 vide which rates of contributions to be made to Cooperative Education Fund by the Cooperative Societies were fixed.
2. A period of eleven years has passed since the fixation of rates of contributions to be made to the Cooperative Education Fund. More funds are needed for the stepped-up activities of Education, Training and Publicity by Puncofed. So the need has arisen for upward revision of the rate of contribution to be made to the Cooperative Education Fund.
3. Therefore, as per Section-43 of the Punjab Cooperative Societies Act 1961, Rule 36 of the Punjab Cooperative Societies Rules 1963 and Regulation 4.3 of Cooperative Education Fund it has been decided that all the Cooperative Societies shall make contributions to the Cooperative Education Fund being maintained by the Punjab State Cooperative Development Federation Limited (PUNCOFED) at the rates given below :-

2% of Net Profit of the Year subject to a maximum of Rs. 5.00 lacs
4. The above said rates shall be applicable for the financial year ending 31.3.2013.
5. The above rates should be brought to the notice of all the Cooperative Societies located in your area of operation.
6. The Apex and the Central Coop. Institutions will recover the Coop. Education Fund from their member Central Institutions and Primary Societies whichever applicable and deposit the same with Puncofed.
