NOTIFICATION
The 28th February,2014
No.IWDMS/87737/13-5T1/172323/1-In supersession of the Punjab Government notification No.4/160/2010-5T1/IWDMS/87737/70546, dated 05-07-2013, the Governor of Punjab, in pursuance of powers under clause (iii) of proviso to sub rule (1) of rule 108 of Central Motor Vehicles Rules, 1989 and all other powers enabling him in this behalf, is pleased to specify the following dignitaries/Senior Officers/Persons authorized to use red light to the front atop of their official vehicles :-
1. Red light with flasher on the top front of the vehicle, while on duty anywhere in the State:-
b) Chief Minister of Punjab, Deputy Chief Minister of Punjab, Cabinet Ministers of Punjab.
c) Former Governors of Punjab.
d) Former Chief Ministers of Punjab.
e) Chief Justice and Judges of Punjab and Haryana High Court.
f) Speaker of Punjab Vidhan Sabha.
g) Vice Chairman, State Planning Board, Punjab.
h) Leader of the Opposition in the Punjab Vidhan Sabha.
2. Red light without flasher on the top front of the vehicle, while on duty anywhere in the State: -
a) Election Commissioner of the State.
b) Accountant General (A&E) of Punjab and Accountant General (Audit) of Punjab.
c) Deputy Speaker of the Punjab Vidhan Sabha.
d) State Ministers, Deputy Ministers of Punjab.
e) Advocate General of Punjab.
f) Chief Secretary of Punjab.
g) Director General of Police, Punjab.
h) Chairman, Punjab Minorities Commission.
i) Chairman, Punjab State Scheduled Castes Commission.
j) Chairman, Punjab Public Service Commission.
3. All other dignitaries/Officers/Persons authorized to use red light vide Notification No. 4/160/2010-5T1/IWDMS-87737/70546, dated 05th July, 2013 are hereby not authorized to use red light and stickers issued to them stand cancelled with immediate effect.
4. The vehicles escorting the high dignitaries entitled to use Red light will only use only Blue light, as per provision of Rule 108 (3) of The Central Motor Vehicle Rules 1989.
5. The Red Light will be used only when the dignitary/officer is on duty, when he is on personal visit, then such red light shall be covered by the black/white cover.
6. In case the vehicles fitted with red light on top front is not carrying the dignitaries, then such red light shall not be used and be covered by a black/white cover.
7. The stickers of red lights shall be issued by the Additional Director General of Police (Traffic), Punjab. The detail of stickers i.e. sticker’s number and the name of dignitary alongwith vehicle number to whom the same is issued will be intimated by him to the State Transport Commissioner, Punjab, Chandigarh.

NOTIFICATION
The 17th April, 2014
No.IWDMS/87737/13-5T1/204762/1-In partial modification of the Punjab Government notification No.IWDMS/87737/13-5T1/172323/1, dated 28-02-2014, the Governor of Punjab, in pursuance of powers under clause (iii) of proviso to sub rule (1) of rule 108 of Central Motor Vehicles Rules, 1989 and all other powers enabling him in this behalf, is pleased to:-
1) Exclude the officers mentioned at Sr. No. 2. b) i.e. Accountant General (A&E ) of Punjab and Accountant General (Audit) of Punjab.
2) Include four vehicles of General Administration (Protocol Branch) to use Red Light as and when the dignitaries from outside visit Punjab who have been authorized to use of Red light by Government of India, their respective States and Union Territories.

No.IWDMS/87737/13-5T1/204758/1-The Governor of Punjab, in pursuance of directions of the Hon’ble Supreme Court of India contained in order dated 10-12-2013 in the SLP No. (C) No. 25237/2010-titled Abhay Singh Vs. State of Uttar Pradesh and others and SLP No. (C) No. 23984/2010-titled Abhay Singh Vs. Union of India and another and the powers under Rule 108 of Central Motor Vehicles Rules, 1989 and all other powers enabling him in this behalf, is pleased to specify that the following are authorized to use Amber Light to the front atop of their official vehicles while on duty within their jurisdiction:-
a) Principal Secretaries to the Government of Punjab;
b) Police Officers in the pay & rank of Director General of Police, Punjab;
c) ADGPs, Zonal IGPs and Range DIGs;
d) Divisional Commissioners and Deputy Commissioners;
e) District and Session Judges;
f) City Police Commissioners;
g) SSPs posted as District Police heads.
2. The Amber Light will be used only when the dignitary/officer is on duty, when he is on personal visit, then such Amber light shall be covered by the black/white cover.
3. In case the vehicles fitted with Amber light on top front is not carrying the dignitary/officer, then such Amber light shall not be used and be covered by a black/white cover.
4. The stickers of Amber lights shall be issued by the Additional Director General of Police (Traffic), Punjab against the post mentioned above. The detail of stickers i.e. sticker number and the post/designation alongwith vehicle number will be intimated by him to the State Transport Commissioner, Punjab, Chandigarh.

e) Checking squads of Motor Vehicles Department;
f) Checking squads of Traffic Police;
g) P.C.R. Vehicles, VIP escorts vehicles, Patrol cars.
